Sri Lanka has taken a significant step toward digital transformation with the launch of GovPay, a centralized digital payment platform designed to streamline transactions between citizens and government institutions. Introduced on February 7, 2025, GovPay aims to enhance efficiency, reduce fraud, and improve accessibility in public service payments.
A Unified Platform for Government Transactions
GovPay serves as a one-stop solution for various government-related payments, including taxes, fines, and service fees.Developed collaboratively by the Information and Communication Technology Agency (ICTA) and LankaPay, the platform integrates with 12 state and private banks, allowing users to make payments via mobile banking apps, internet banking, or the official GovPay website.
Phased Implementation and Expansion
At its inception, GovPay encompassed 16 government institutions, with plans to expand to 46 by April 2025. This phased approach ensures a smooth transition to digital payments across various sectors. Notably, in April 2025, GovPay partnered with the Sri Lanka Police to pilot an online traffic fine payment system, enabling motorists to settle fines instantly through digital channels.
Enhancing Transparency and Reducing Costs
The shift to digital payments addresses longstanding issues associated with cash-based transactions, such as inefficiencies and lack of transparency. By minimizing cash handling, GovPay aims to reduce opportunities for fraud and improve revenue collection. Additionally, the platform is expected to lower transaction costs, which previously amounted to approximately 1.5% of the country’s GDP.
Challenges and Considerations
Despite its benefits, GovPay’s implementation has faced challenges. The United Postal Trade Unions Federation (UPTUF) has raised concerns about revenue losses for the postal department due to decreased transaction fees from post office-based payments. Furthermore, ensuring cybersecurity, building public trust, and achieving widespread adoption, particularly in rural areas, remain critical for the platform’s success.

GovPay represents a pivotal move toward modernizing Sri Lanka’s public service infrastructure. As the platform continues to expand and integrate additional services, it holds the potential to significantly enhance the efficiency and transparency of government transactions, setting a precedent for digital governance in the region.
